THE MEMORANDUM OF UNDERSTANDING BETWEEN THE GOVERNING COUNCILS OF TERTIARY INSTITUTIONS OWNED BY KOGI STATE, KOGI STATE GOVERNMENT AND JOINT ACTION COMMITTEE OF TRADE UNIONS OF TERTIARY INSTITUTIONS OWNED BY KOGI STATE ON 21stJUNE, 2017.
The reports of reviewed staff screening of Tertiary Institutions by the Governing Councils are sacrosanct and should be upheld by Government.

Staff in the categories of ‘uncleared’ and ‘omission’ should be addressed and paid within the window period of four weeks.
Needs assessment of various Tertiary Institutions shall be carried out by individual Governing Councils on 2015/2016 Employees.
Government should honour the joint resolutions reached by representatives of the Government of Kogi state and the Joint Action Committee (JAC) of Trade Unions of Tertiary Institutions owned by Kogi State at the meeting held on the 24th day of March, 2017.
The 24th March, 2017 agreements pertaining to tax should be implemented within the window of four weeks. According to the agreement, ‘Since the new tax in Kogi State has been implemented with respect to February salaries, Government shall suspend the implementation of the new tax rate for the month of March 2017, while the differential for the month of February 2017 will be refunded in March pending the resolutions of all tax issues in April 2017 (see addendum I, issue 5).
Commence repayment of the over-deducted tax to Kogi State University Anyigba and Kogi State College of Education, Ankpa.
We agreed that Governing Councils to investigate the certificate status of those labelled ‘staled’ statement of results and determine the authenticity of their claims because, there are institutions where certificates are not issued until after ten years of graduation, e.g. Benue State Polytechnic, Ugbokolo and Kaduna State Polytechnic, Zaria, etc.
Government to expedite action on the Constitution of the Management Board for Kogi State University Teaching Hospital Anyigba.
Government will pay salaries for the months of April and May 2017.
Governing Councils should advise the Visitor on 65 years retirement age for non-teaching staff of Polytechnics and Colleges of Education.
We agreed that recommendations by the various Governing Councils on the underlisted issues should be transmitted to the Visitor for consideration and approval:
Implementation and payment of Promotions and annual incremental steps and arrears in all Tertiary Institutions owned by Kogi State.
Payment of the remaining 50 percent of CONTISS arrears to Kogi State Polytechnic, Lokoja and Kogi State College of Education, Ankpa.
Payment of CONTISS 15 lower cadre migration and its arrears since January 2009 to the Staff of Kogi State Polytechnic, Lokoja.
Payment of 4.6 percent Earned allowance for non-teaching Staff of Kogi State Polytechnic, Lokoja.
Payment of excess workload allowance to academic Staff of Kogi State Polytechnic, Lokoja.
Address under placement of Staff of Kogi State College of Education Technical, Kabba.
Review of Edict/Law establishing the Kogi State College of Nursing and Midwifery, Obangede and Kogi State College of Health Sciences and Technology, Idah.
Implementation of Tertiary Institution salary structure for Kogi State College of Nursing and Midwifery, Obangede and Kogi State College of Health Sciences and Technology, Idah.
Substantive NBTE accreditations of the various health training department courses offered at Kogi State College of Health Sciences and Technology, Idah, Kogi State College of Nursing and Midwifery, Obangede and College of Education, Technical, Kabba.
Employment of more qualified staff for Kogi State University Teaching Hospital, Anyigba to position them at par with their counterparts.
Upgrading of salary scale for the Staff of Kogi State University Teaching Hospital, Anyigba.
Full payment of Hazard allowance and its arrear since July 2009 to non-teaching Staff of Kogi State University, Anyigba.
Payment of arrears of Responsibility allowance from July 2009 to deserving non-teaching Staff of Kogi State University, Anyigba.
Implementation and payment of arrears of Excess workload to deserving non-teaching Staff (CONTISS 13 and above) of Kogi State University, Anyigba.
Implementation and payment of arrears of overtime allowance to all non-teaching Staff on CONTISS 1-12 at Kogi State University, Anyigba.
Implementation of SWEP and its arrears since July 2009 to only NAAT members of Kogi State University, Anyigba.
Implementation of levels 14 and 15 salaries to NAAT Members in Kogi State University, Anyigba.
Payment of Students’ Ratio allowance arrears to NAAT Staff of Kogi State University, Anyigba.
In-view of the above agreements, JAC shall suspend its industrial strike for four weeks from the mid-night of 21st June, 2017 to create a window for Government to act on the agreement reached.
It was agreed that, no Staff in any of the Tertiary Institutions owned by Kogi State shall be victimised because ofthe strike action.
All parties involved in this agreement shall work assiduously toward finding a permanent solution to the problems faced by Tertiary Institutions owned by Kogi State.
