63rd NEC Meeting Of WAEC, Decisions On WASSCE SSC & Private Candidates

The 63rd Meeting of the Nigeria Examinations Committee (NEC) of the West African Examinations Council (WAEC), was held on Tuesday, 285 and Wednesday. 29th March, 2017 at Excellence Hotel & Conference Centre. Ogba - Lagos.


The Committee, which is the highest decision-making organ of WAEC on examination-related matters in Nigeria, meets twice a year, to consider matters relating to the conduct of the West African Senior School Certificate Examination (WASSCE) for School Candidates and Private Candidates.

Its statutory Chairman is the Chief Federal Government Nominee on Council. Membership of the Committee comprises four representatives each, of the State Ministries of Education and the Department of Education of the Federal Capital Territory (FCT) Abuja. ANCOPSS and the Universities. It also includes the Registrar to Council, the Head of the Nigeria National Office. the Head of the Test Development Division (ODD) and the Head of the Test Administration Division (TAD) of the Council.

During the 63rd Meeting, the Committee received reports on Irregularities. Special and Clemency Cases arising from the conduct of the WASSCE for School Candidates, 2016. The Committee also considered a report on the conduct of the WASSCE for Private Candidates, 2016, as well as Irregularity Cases arising from the conduct of the examination.

In the course of considering the various reported cases of malpractice, the Committee, after diligent deliberations, approved appropriate sanctions in all established cases of malpractice, as prescribed by the Rules and Regulations governing the conduct of the Council's examinations. It approved that the entire results of candidates involved in proven cases, which attracted Cancellation of Entire Results (CER) be cancelled, while subject results of those involved in proven cases which attract. Cancellation of Subject Results (CSR), be similarly cancelled. In addition, some candid.es will also suffer other sanctions such as Wining them from sitting for the Council's examinations for a certain number of years while some examination centres will be delisted. The decisions of the Committee will be implemented without delay and the affected candidates and examination centres duly informed by the Council. However, the results of candidates who were exonerated by the Committee will be released.

Furthermore. the Committee considered Special and Restitution Cases. The Committee also received reports on the Statistics of Entries and Results for the WASSCE for School Candidates, 2016. In addition, it received and considered the General Resume of the Chief Examiners' Reports on the WASSCE for Private Candidates, 2016. It also received and considered reports on the Activities of the Aptitude Tests Department (AID), for the period October, 2016 to March, 2017 and on the Activities of the Research Department of the Council for the period October 2016 to February, 2017.

With regard to the General Resume of the Chief Examiners' Reports on the WASSCE for Private Candidates, 2016, the Committee noted the observation by the Chief Examiners that the quality and standard of the papers compared favorably with those of the previous years. The questions were within the scope of the syllabuses and the rubrics were clearly stated. The Chief Examiners also reported that the marking schemes were comprehensive and marks were well distributed. The Committee noted the various shortcomings of the candidates as reported by the Chief Examiners.

The Committee called on the government and all stakeholders to intensify the fight against examination malpractice by sanctioning reported erring supervisors and invigilators. The Committee also observed that the pressure being mounted on school principals to increase performance of students in the WASSCE by all means has led to an upsurge in examination malpractice and advised that it should be discouraged. It however, called on State Governments through the Minis.. of Education to closely monitor the conduct of WAEC examinations by sponsoring State Appointed Officials of high integrity to monitor examination centres during the WASSCE.

The Committee further observed that proper enforcement of the rule preventing candidates from bringing mobile phones into the examination hall and stopping supervisors and invigilators from being their couriers as well as WAEC's continuous collaboration with the Cybercrime arm of the Nigeria Police will put out of business those 'rogue' websites peddling alleged examination questions and answers.

In addition, the Committee commended the Council for efforts made to prevent examination malpractice, particularly, the deployment of software to capture Continuous Assessment Scores (CASS) of students in Senior Secondary School, 2 in order to stop the registration of out-of-school candid.. for School Examinations and urged the Council to do more.

Finally, the Committee commended the Benue State Government for issuing queries to all the principals who were indicted finding and abetting examination malpracti. in the State and called on all other State Governments to set up machineries to sanction erring supervisors and invigilators, to serve as deterrent to others. In the same vein, the Committee appealed to the All Nigerian Confederation of Principals of Secondary Schools (ANCOPSS) to act as a whistleblower to Council by reporting acts of examination malpractice during the WASSCE.
